[Excerpts from Igor Giorgadze’s open letter to Shevardnadze titled “Tender Tyrant” in ‘Sovetskaya Rossiya’ newspaper dated September 26, 1995]: 

“There are a lot of documents proving that the overwhelming amount of almost billion dollar economic and humanitarian aid, received by Georgia from the West in the past three years, ended up in the pockets of just a few families and primarily that of the “Shevardnadze clan”. Material and natural resources of Georgia were squandered at an unprecedented scale. You know very well that there are people in your circle that are referred in the West as “Mr 25%” – this is the amount they demand from each deal personally for themselves. You are aware of how one of the heads of bread grain industry spent two weeks in Atlantic City without leaving the roulette table having lost tens of thousands of dollars there. And this man, empowered by you, is from not Switzerland or Kuwait, but from Georgia, where the overwhelming part of the population is starving, where people faint from hunger in lines for bread."

"You are consciously and deliberately creating a criminal-mafia state and in talks with foreign partners you claim with an ironic smile on your face: 'America, was also built by grabbers, bandits and thieves, but their children studied in universities!' You know that’s a gross lie! America was not built by grabbers, thieves and bandits but predominately by law abiding citizens accepting and sharing basic principles of democracy. You are that man who by his own example “inspires” his subordinates to new “exploits” in the field of corruption.”

“ When Khabeishvili was murdered – the chairman of the so called Shevardnadze fund - the operational-investigative team of the security services were not allowed near the fund for two weeks, which serves your personal interests. Two weeks – was enough time to retrieve and destroy all the documents incriminating the Head of State. On Khabeishvili’s funeral you were shedding crocodile tears, promising to find and punish the contract killers. In reality you knew very well who hired and paid for this murder and for what purpose it was executed: the right hand chopped off the left hand.”

“ You, of course, know, what “great deeds” the current Minister of Internal Affairs of Georgia, Shota Kviraia, made himself known with. It was he who, with your silent approval, personally executed six  detained residents of Khobi, in front of tens of witnesses, in Zugdidi. These people had been tied up and laid on the ground and each subsequent one saw how the previous one murdered in convulsions and foaming in the mouth. It was Shota Kviraia who ordered a young man with the last name Ramishvili to be thrown out of the window from the sixth floor, because during the interrogation he refused to say that he supposedly killed Khabeishvili and on orders from security services. Sh. Kviraia’s people shot former head of the Central Bank, Dvalishvili, and then it was announced that after a six-hour long interrogation in the building of the Ministry of Internal Affairs, he accidentally shot himself on the sixth floor of the Ministry. A man who had never owned a weapon and never held it in his hands."

"You of course know that after committing series of crimes in Moscow, the current Minister of Internal Affairs of Georgia, was factually appointed to his post…by a known criminal authority Givi Shalvovich Beradze (nicknamed Givi Sliced) he put him in touch with Jaba Ioseliani (if you ask him he’ll confirm). Shota Kviraia – Minister of Internal Affair- is a sick man, with serious psychological deviations, a pathological sadist and an alcoholic."

   "I had presented materials to the Prosecutor General showing that Minister of Internal Affairs had demanded from one of the commanders of Eliava “Zviadist” armed groups, veteran of the civil war, to have me assassinated in exchange for full rehabilitation. I reported this to the Head of State i.e. you personally. But you didn’t care to hear it. “
